With reference to paragraph 7 of Sir P. Cunliffe-Lister's despatch No. 215 of 1st June, 1933, on the
subject of the Companies Ordinance No. 39 of 1932, I have the
honour to submit for your consideration a draft bill intituled "An Ordinance to amend further the Companies Ordinance, 1932*, the object of which is to restore to the Municipal Council of the International Settlement, Shanghai, its claim to legal priority in respect of rates due by China Companies and Hong Kong China Companies in liquidation. The reason for the proposed amendment is fully explained in the Objects and
Reasons appended to the bill.

The proposed amendment is concurred in by
His Britannic Majesty's Consul-General at Shanghai and I should
be glad to have your sanction to introduce the bill, which has
been approved by my Executive Council, into Legislative Council.
